Kazakhstan distributed 8,649 rental apartments in the first half of 2026, of which 5,361 were privatized. According to the Ministry of Industry and Construction of Kazakhstan, this was stated by Kanat Mynbayev, Deputy Chairman of the Committee for Construction and Housing and Communal Services of the ministry. As reported, more than 980,000 citizens across the country are registered as being in need of housing.
State support measures in the form of rental housing and preferential mortgage loans are available to them. The ministry noted that rental housing is provided to citizens with low or no income, based on their position in the queue and the number of family members. The apartments are distributed according to the following mechanism: 20% of the total number is allocated to orphaned children, 50% to seven categories of citizens entitled to priority housing, while the remaining housing is distributed among other citizens registered as being in need of housing.
"If citizens acquire other housing as property, the rental housing must be returned to communal ownership. In the event of the death of a tenant of rental housing, the right to reside passes to family members. When privatizing rental housing, citizens can purchase it at its residual value either immediately or through installments of up to 15 years.
In addition, some citizens specified by housing legislation can privatize rental housing free of charge," Mynbayev explained, noting that privatization is a voluntary choice. It is also noted that preferential mortgage loans are issued through Otbasy Bank JSC at rates of 2% and 5%. Loans at 2% are provided to eight categories of citizens: WWII veterans, orphaned children, mothers and families with many children, persons with Group I and II disabilities, families raising children with disabilities, veterans of military operations in other countries, veterans equated in terms of benefits to WWII veterans, and widows.
Citizens can also receive support in the form of a non-repayable housing certificate to cover the down payment. A total of 1,976 such certificates were issued to Kazakhstanis in the first half of the year. The amount of the certificates and the list of eligible recipients are determined by decisions of local maslikhats.
