Meta registers for tax purposes in Azerbaijan

Meta will begin applying Azerbaijan’s 18% value-added tax (VAT) to Facebook advertising. According to the company, starting Sept. 1, 2026, the applicable 18% VAT will be charged on Facebook ads for advertisers with business or individual addresses whose “Sold To” country is listed as Azerbaijan. Meta said businesses operating in Azerbaijan can add their taxpayer identification numbers (TINs) to their payment settings.

However, if a TIN is provided, it will appear on invoices issued by Meta,” the company said. Meta said that if a valid TIN is provided, it will not add the 18% VAT to the invoice. In this case, the advertiser will be responsible for calculating, declaring and paying VAT on the advertising services received to Azerbaijan’s State Tax Service.

Meta noted that because VAT is added to payments, it will not cause advertisers to reach their billing thresholds sooner. However, the actual payment amount may exceed the established billing threshold. The company said it does not provide tax advice and recommended that users with tax-related questions consult tax advisers or local tax authorities.
