An expert panel under the National Police Agency called for giving police the option as swiftly as possible of remotely analyzing smartphones used by members of loosely organized anonymous criminal groups. In a proposal compiled Thursday, the panel highlighted the need for new measures to prevent damages related to crimes committed by tokuryū groups. The NPA plans to submit a bill to revise the police duties execution law to an extraordinary parliamentary session that may be convened early next month, after working out the details of the proposed remote analysis.
Tokuryū groups use highly confidential communication apps with functions such as encryption and the automatic deletion of messages for crimes such as special fraud and robberies. Up until now, conventional investigation methods, such as wiretapping, have been unable to reveal the situation surrounding such organizations, making it difficult to identify high-ranking members and targets of the crimes.
