U.S. sanctions Japanese ICC chief, testing Tokyo’s support for global court

The move by the administration of U.S. President Donald Trump presents a dilemma for Tokyo, a strong backer of multilateral groupings and a key American ally.

The U.S. government on Tuesday imposed sanctions on senior members of the International Criminal Court (ICC), escalating its campaign against the tribunal as the Trump administration scales back participation in international bodies it claims fail to serve American interests. Secretary of State Marco Rubio imposed the measures on Tomoko Akane, a Japanese judge who heads the ICC, and senior trial lawyer Abdoulaye Seye under an executive order issued last year authorizing the sanctions, calling the ICC a “corrupt and fatally politicized supranational court that has maliciously abused its authority.” The measures freeze any property and financial interests the two hold in the U.S. and place restrictions on services with American companies. The sanctioned individuals are also generally banned from entering the U.S.
