How Midterm Forecast Maps Compare to Previous Elections

Newsweek compares Cook’s 2026 House ratings with 2018 and 2022, showing what forecasts suggested and how races ended.

The battle for the House in 2026 resembles the landscape before Democrats’ 2018 takeover, but with a smaller group of Republican-held districts at risk, a Newsweek analysis has found. A comparison of Cook Political Report ratings at comparable points in the 2018, 2022 and 2026 campaigns shows that Republicans are again defending more of the central battlefield. The analysis compares each October snapshot directly with the eventual result; it does not measure changes in Cook’s ratings during the final weeks.

Newsweek used Cook Political Report for the comparison because its seven-category House ratings were available at matched points across all three cycles. The balance ran in the opposite direction four years ago, when vulnerable Democratic-held seats helped Republicans win a narrow majority. In October 2018, Republican-held seats accounted for an overwhelming share of the districts Cook placed at the most competitive end of its ratings.

Four years later, Democratic-held districts made up the larger group under threat as Republicans pursued their own majority. The latest 2026 ratings have shifted the balance back toward Republican-held territory. Cook rates all 435 House races on a seven-point scale running from Solid Democratic to Solid Republican, with Toss Up at the center.

Its assessments incorporate district partisanship, the candidates, state and national conditions and interviews with campaign professionals. Those categories indicate relative competitiveness, not guaranteed winners or expected vote margins. A Toss Up favors neither party.

The clearest contrast comes from seats Cook summarized as "Toss Up or worse," grouping districts held by a party but rated as Toss Up or placed on the opposing side of the scale. Republicans held 45 such seats in October 2018, compared with three held by Democrats. In 2022, Democrats held 30 and Republicans 12.

The October 2026 split is 23 Republican-held seats to 11 Democratic-held seats. The chart above groups seats by the party holding them at the time of each snapshot, rather than the party favored to win. Cook’s October 9, 2026 ratings placed 185 seats in Solid Democratic, 16 in Likely Democratic and 12 in Lean Democratic.
