While the diplomatic tension between Seoul and Kyiv over a secret transfer of North Korean prisoners of war has captured international media attention in recent weeks, Japan and Ukraine have been quietly ramping up their engagements. The two governments have held three high-level meetings in as many weeks. Tokyo has also slapped new sanctions on Russia and is revisiting the possibility of stronger defense assistance to Ukraine.
Meanwhile, Ukraine is offering to share with Japan firsthand information on North Korean weapons and lessons on modern warfighting methods. The flurry of meetings comes as Japan prepares to revise its three core defense documents — the National Security Strategy, National Defense Strategy and Defense Buildup Program — by the end of the year. These will become Tokyo’s blueprint for its overall security strategy, including its relationship with Kyiv.
