The catalyst was President Trump signing a proclamation Thursday imposing tariffs on imported drones and unmanned aircraft parts, citing national security. Red Cat Holdings (NASDAQ:RCAT) shares are climbing 8% to $11.02, while Ondas Holdings (NASDAQ:ONDS) stock is rising 4% to $9.27. The reaction thins out quickly from there.
AeroVironment (NASDAQ:AVAV) shares are up 1% to $191.26 and Kratos Defense & Security Solutions (NASDAQ:KTOS) stock is up 2% to $64.29. That's a 20 point spread between the top mover and more established players on identical news. The proclamation followed a Commerce Department investigation under the Trade Expansion Act which concluded that foreign-made drones and parts had gained substantial ground while domestic manufacturers lack the capacity to meet military, government and commercial demand.
The White House said the program "will protect the national security of the United States and its defense and defense-adjacent industrial base, supporting and creating American jobs." The tariffs are tiered: a 100% duty applies to larger drones weighing more than 25 kilograms, thermal-imaging drones, docking stations and certain key parts, while 25% applies to smaller drones lacking sensitive capabilities and additional components. Products from the European Union, Japan, Liechtenstein, South Korea, Switzerland and Taiwan face 15%, and qualifying U.K. products where all hardware, software and technology originates in the U.S. or those designated countries face 10%. Most of the tariffs take effect 21 days after the proclamation, and duties on less-sensitive components generally carry a 180-day delay, so nothing hits company revenue immediately.
The proclamation also authorizes the Commerce Secretary to establish an onshoring initiative encouraging investment in new U.S. drone and component facilities. The market is pricing exposure to import competition rather than defense spending generally. Unusual Machines makes NDAA-compliant drone components such as motors, flight controllers, cameras and video gear, competing directly against imported parts now facing a 25% duty.
